A case filed by former Manadhoo MP and former State Minister for Heritage, Mohamed Thoriq, alleging that he was fraudulently registered as a member of the ruling People’s National Congress (PNC), has been closed due to lack of evidence.
Thoriq lodged the complaint with police on 26 December 2024, claiming he had been signed up to the PNC without his knowledge. He said he filed the case after obtaining from the Elections Commission the membership form submitted in his name.
In a post on X, Thoriq said the form carried a signature that was not his, a photograph that did not resemble him, and incorrect personal details, including information about his mother. He also questioned why the Elections Commission accepted the form.
On Thursday, Thoriq shared the police’s closing statement on the case on social media. According to the document, the Prosecutor General’s Office reviewed the matter and concluded that there was no evidence to support criminal prosecution. Police said the case was therefore filed.
The PNC has previously announced its goal of reaching 100,000 members. The MDP has accused the party of enrolling people without consent, allegations the PNC has repeatedly denied.

Thoriq’s case is not the only such complaint. MDP MP and Deputy Parliamentary Group Leader Hussain Ziyadh also said he was registered with the PNC without his knowledge.
In November 2024, the PNC said it had received 97,000 membership forms and expected to become the first party to cross the 100,000‑member mark.
The surge in registrations came amid leaked photos on social media showing Department of National Registration (DNR) staff extracting citizens’ personal information and ID photos from the agency’s database to fill out party forms. The MDP later submitted a no‑confidence motion against Homeland Security Minister Ali Ihusan, but the PNC‑majority parliament rejected it.
When President Dr. Mohamed Muizzu assumed office, the PNC had around 3,000 members. According to the latest Elections Commission figures, the party now has 74,048 members.
