Juvenile Court staff report to work dressed in black to protest changes to their salaries under the government's pay harmonization initative on November 24, 2025: Pres. Muizzu says the issue will be addressed in next salary cycle.
President Dr. Mohamed Muizzu, on Monday, said the issue where employees experienced salary reductions during the pay harmonization process will be addressed, with increased wages expected to take effect in the next salary cycle.
He made the remarks during a press briefing held at the President’s Office on Monday morning.
According to the President, those adversely affected by the pay harmonization include judicial, human resources and local council staff. Emphasizing that the government’s objective under the pay harmonization initiative had been to ensure overall salary increases, the President noted that at the completion of the work by the Pay Commission, it was discovered that while salaries of some had increased, others remained unchanged or saw marginal decreases.
The President assured that these issues have now been identified and will be resolved before the next salary cycle.
“All these issues will be resolved by the next pay cycle. I obtained the latest updates from the Pay Commission this morning. God willing, when salaries are paid this time, the general issues surrounding those whose salary did not increase will be settled, though there might still be a few isolated individual cases,” the President stated.
93 percent of state institutions have already been transitioned to the new National Pay Framework under the government’s pay harmonization policy.
The National Pay Commission has assured that efforts are underway to identify and address challenges arising from the implementation of the new framework, with discussions being held with relevant authorities to resolve outstanding concerns.
Additionally, technical preparations are underway to integrate the remaining institutions that have yet to transition to the system. Finance Ministry has stated that its overarching objective is to establish a fair and sustainable wage and benefits structure for all public sector employees.
