HDC launches process to establish management bodies for multi‑owned buildings

The Housing Development Corporation (HDC) has begun the process of forming management corporations to operate and maintain strata buildings, as required under national regulations.

Strata buildings are developments in which individual units are privately owned, while common areas, such as corridors, lifts, stairwells, parking and shared services, are jointly owned and maintained by all unit owners.

HDC said it will hold the first annual general meetings (AGMs) for the three strata divisions of the Vinares flats on April 26, 27 and 28. The purpose of these AGMs is to formally establish the management corporations and elect councils responsible for overseeing the day‑to‑day management and long‑term maintenance of the buildings.

Each strata will elect its own council, consisting of a president, treasurer, secretary, and one ordinary member. The councils will be responsible for managing the buildings, enforcing rules, overseeing maintenance, and ensuring the continuous provision of essential services.

The first AGMs will be attended by unit owners, along with representatives from HDC and the Housing Ministry. After the corporations are formed, the elected councils will be responsible for convening the AGMs in subsequent years, as required by law.

The Vinares towers are divided into three strata:

  • Strata 1 (Towers 1–4): 564 units  

  • Strata 2 (Towers 5–8): 492 units  

  • Strata 3 (Towers 9–10): 288 units

HDC said that once the Vinares management corporations are established, it will proceed with forming corporations for other eligible strata buildings.

The corporation noted that these councils play a critical role in ensuring the long‑term upkeep of large residential buildings and the uninterrupted delivery of public services to residents.
