The government, in the early hours on Monday morning, has publicized the regulation on issuance of land and flats from Male’ area and Rasmale’ under the ‘Emmenah Boahiyaavahikan’ policy recently launched by President Dr. Mohamed Muizzu’s administration.
Land issuance
According to the regulation, Male’ residents will be issued land from Male’ area and the current administration’s biggest housing project, Rasmale’. Meanwhile, residents of other islands will be issued land only from Rasmale’.
The largest plots of land issued under both categories will measure 1,250 square feet.
Individuals who have been registered as a Male’ resident for a minimum of one year by January 14, 2026, can apply for land from either Male’ area or Rasmale’ as well.
To be eligible for land under this scheme, the applicant nor their spouse shall not possess a land plot or a part of land plot exceeding 400 square feet.
The applicant must not have received land under the former administration’s ‘Binveriya’ scheme or any other housing scheme.
However, residents of other islands living in Malé must have lived in the capital for 15 uninterrupted years to be eligible for land in Rasmalé. Time spent outside Malé for work purposes will not be considered an interruption.
Flat issuance
The government also publicized the regulation on issuance of flats, which states that flats be issued from Male’ area on a rent-to-own basis or under the affordable home ownership model.
While applicants can choose whether they want a two-room or three-room flat, it is the Housing Ministry that will decide how many-roomed flat they are eligible for.
The spouse of the applicant must not own any government or private housing.
To be eligible for flats under the rent-to-own basis, the applicant’s monthly income must not exceed MVR 60,000.
To be eligible for flats under the affordable home ownership model, which is subsidized housing, the applicant must be eligible for financing from a recognized financial institution.
The current administration launched its Emmenah Boahiyaavahikan’ policy, which translates to 'Housing for All', on November 16th. The policy aims to address housing needs across various income groups, with 7,000 flats and 15,000 plots of land to be allocated under various models.
