5 members appointed to National Pay Commission

President Abdulla Yameen Abdul Gayoom has established the National Pay Commission – made compulsory via bill on State salary and policy – appointing five members to the commission.

They are:

1. Minister of Finance and Treasury, Ahmed Munawar

2. Under Secretary at President’s Office Dr. Isaam Mohamed

3. Assistant Executive Director at Maldives Monetary Authority, Lubna Abdul Qadir

4. Secretary General at Civil Service Commission, Dr. Mohamed Failal

5. Financial Controller at Ministry of Finance and Treasury, Fathimath Razeena

The bill on State salary and policy was passed by People’s Majlis in April, 2016.

The bill states that the President of NPC should be a minister in charge of State financial affairs, and the Vice President of NPC should be the member appointed by Maldivian President to NPC.

President’s Office has announced the President of NPC as Minister Munawwar, but did not announce who the Vice President is.

Members of NPC should have a minimum of Master’s Degree in finance or/and management or an educational qualification of the same level, accepted by a State institution, and a minimum 5-years of experience in the field. Or a minimum of 10-year experience working in the field.

Work which will be undertaken by NPC include setting the salary structure of civil servants, job promotions, incentives to increase productivity, and policy for severance packages.

The salary structure does not apply to Maldivian President, members of People’s Majlis or the judiciary.
