Diplomacy happens in the capital, governments negotiate there, and political debates emerging from Malé inevitably dominate headlines. But the future of the India–Maldives partnership may increasingly be shaped elsewhere: in Addu, Hithadhoo, Hanimaadhoo and dozens of island communities where development cooperation is
