The Audit Office has said that purchases worth Rf 14.8 million were made against regulations by the Ministry of Health in 2010.
According to the Audit Report of Ministry of Health for 2010 signed by Auditor General Niyaz Ibrahim and published on the Audit Office website, Rf 14.8 million which is the sum of 48 bills for medical consumables, was spent against regulations.
One bill worth Rf 1.8 million was settled without the approval of the Evaluation Board of the Finance Ministry, as required by regulations. No announcements were made for the purchase of these supplies, and the Auditor General recommended that steps be taken against those involved in this case.
The Auditor General said that Rf 12.7 million was used from a special budget of Finance Ministry for the purchase of supplies required by the health sector, an act in violation of an agreement made between the Health Ministry and a contractor.
The Audit Report also notes that Rf 15,713,727 was received by the National Protection Agency (NSPA) in 2010; however, proper documentation of these receipts was not maintained. Rf 6,329,947 was accepted without the issuance of receipts, and only Rf 12,396,813 was deposited.
As a result of these amounts not being included in the Ministry’s Financial Statements, the amount specified as income in the Financial Statements is incorrect, according to the Audit Report.
Other issues highlighted in the Audit Report include the lack of bid documents relating to the purchase of two anesthetic machines worth Rf 1.4 million, and several issues relating to the financial bookkeeping in the Ministry. Recommendations were made regarding the correction of these matters in the future.
